in case if Windows servers show poor download performance in clouds based on Onapp software its necessary to do the following
Networking: Xen network adapter->Xen network device drivers-> Properties
Configure: -> Properties->Advanced
In advanced properties should be set:
CheckSumOffload-> Disabled
LargeSendOffload->Disabled
and as usual reboot VPS
